If you are an italian candidate or a candidate from the European Union wherever you reside and regularly residing in Italy or in a European Union country have unrestricted access to university courses if you hold a foreign qualification corresponding to the required Italian qualification.

In this case you have to send your academic documents to the Coordinator of the course you wish to enrol in to find out whether you meet the enrolment requirements visit the international course catalogue to find out who the Coordinator of the course you are interested.

You have to produce any documentation that the University deems necessary for the evaluation of the foreign qualification:

– eventual translations

– legalisations

– Diploma Supplement

– certificates of examinations

Starting in March, international students applying for visas can pre-register with higher
education institutions through the Universitaly portal.
For the 2024/2025 academic year, visa applications must be submitted to the competent
diplomatic-consular representations no later than 29 November 2024.

Do you want to enroll at the University of Naples and are you a NON-EUROPEAN STUDENT?

The university pre-enrolment application is the first step to be taken by a candidate in order to apply for a visa for study purposes at an Italian diplomatic representation.

The “university pre-enrolment” procedure is different and distinct from that of “enrolment”, which will take place subsequently and on the basis of procedures within each individual university, without the involvement of diplomatic representations.

What is the difference between university pre-enrolment and enrolment?

University pre-enrolment is a compulsory procedure, which is the responsibility of the Embassy and precedes the phase of issuing the study visa and the university enrolment phases; it concerns foreign students abroad and must be concluded before the student’s enrolment procedure at the chosen university.

Enrolment is the procedure for registering the student (matriculation) and is the responsibility of the University and is concluded after the pre-enrolment and visa issuing phases.

How can I pre-register?

The pre-enrolment application is made exclusively through the Universitaly portal (visit https://www.universitaly.it/studenti-stranieri).

In the application, you have to indicate the University of Naples Federico II and choose the degree programme you want to enrol in. You will also need to specify the Embassy / Consulate where you will apply for an entry visa to Italy.

Contact the Embassy / Consulate well in advance to find out the requirements for obtaining an entry visa and make an appointment if necessary.

Be aware that pre-enrolment alone does not grant admission to degree programmes. In order to matriculate you also need to take and pass the verifications of the entry requirements and the admission procedures set for the degree programme of your interest.

Important! The University of Naples Federico II does not issue admission letters for obtaining a visa.

You must take the following documents to the Italian Embassy:

• the summary of the pre-enrolment application submitted through Universitaly and validated by the University of Naples Federico II;
• any language competence certificates (see information on how to meet the Italian language requirement);
• the documents required for the visa application, including a health insurance policy where applicable;
• the required documents if you hold a foreign qualification.

You must obtain the following documents from the Italian Embassy:

• an entry visato Italy for study  purposes (“studio- immatricolazione università”);
• a stamped  health insurance policy, where applicable;
• the required documents if you hold a foreign qualification:

Registration for admission tests for the Master of Science degree courses in Medicine and Surgery, Medicine and Surgery in English, Dentistry and Dental Prosthetics, Veterinary Medicine, and for courses aimed at training as an Architect, is carried out according to the procedures active on the portal. Registration for the test is carried out online by the student and does not exempt the student from applying for an entry visa at the diplomatic-consular Representations.

Are you a NON-EUROPEAN STUDENT WITH NO VISA REQUIREMENT?

Non-European candidates, wherever they reside and regularly residing in Italy or in a European Union country, have unrestricted access to university courses if they hold a qualification corresponding to the required Italian qualification.

If you are a non-European student without the need for a visa and regularly residing in Italy with a regular study visa, you may present your academic documents directly to the Coordinator of the Course in which you wish to enrol. You will therefore not need to pre-register on the Universitaly Portal.

Documents to be sent for the evaluation of the foreign qualification

– certificates from the Italian ENIC NARIC centre (CIMEA)

– any declarations of value issued by the competent diplomatic representations

Do I have to take the Italian language knowledge test?

1. If you choose a three-year degree course, magistral degree course or single-cycle magistral degree course in ITALIAN, a B2 level Italian language proficiency is required, which must be demonstrated in the following ways:

– by uploading to the Universitaly portal when filling out the pre-enrolment application one of the certifications of competence in Italian language in grades no lower than level B2 of the Council of Europe, issued within the CLIQ (Certificazione Lingua Italiana di Qualità) quality system, which brings together in association the current certifying bodies (University for Foreigners of Perugia, University for Foreigners of Siena, Roma Tre University, Società “Dante Alighieri”), as well as issued by the University for Foreigners “Dante Alighieri” of Reggio Calabria, also in agreement with Italian Cultural Institutes abroad or other accredited bodies. These certifications may have been obtained in the country of origin, in affiliated examination venues around the world;

– if you are not in possession of one of the above-mentioned Council of Europe level B2 Italian language proficiency certifications, you have to demonstrate your language proficiency through an Italian language proficiency test. Procedures and timing will be communicated by e-mail by the coordinator of the chosen course. The result of the language proficiency assessment must be certified in the pre-enrolment application.

Important: those who satisfy at least one of the requirements listed on p. 11 are exempt from the Italian language knowledge test.

2.If you choose a three-year, five-year or single-cycle degree course in ENGLISH, level B2 Italian language proficiency is not required. Remember that an international certificate attesting to the level of English language skills (IELTS, TOEFL, Cambridge, etc.) is useful for the issue of the visa by the diplomatic/consular Representation.

How does admission to the course of study work?

First-cycle and single-cycle degree courses may be reserved access or not (at local or national level). If the degree course is reserved access, you have to register for the admission test; admission to the degree course depends on the test score and consequently on the position in the ranking with respect to the other candidates. How can I enrol?

Once you have successfully passed the selection procedures described in the call for applications, or have done everything necessary to complete the assessment of basic knowledge, you can proceed to enrolment, by contacting the relevant Secretary’s office for your chosen course of study. The secretariat will provide you with the fee payment form and the enrolment form:

• Documents required for enrolment
• Copy of passport
• Application form
• 1 passport photo
• Tax code
• Residence permit (proof of having applied for it)
• Declaration of value issued by the Italian Embassy in the country where the degree was obtained or certificate of validity issued by ENIC-NARIC centres.

Important: always check the instructions on the degree programme’s website.

Fees

– Eropean students €200/year (tuition fees) + €140/year regional tax (compulsory) + €16.00 legal stamp (compulsory)

– Non-european students €140/year regional fee (compulsory) + €16.00 legal stamp (compulsory)

Courses can start as early as September/October and, generally, are held thorough the end of May/middle of June. Teaching activities are divided into two semesters: from September to February and from February to July.

There are two half–term holidays, at Christmas and Easter, and a summer holiday, from the end of July to the beginning of the courses of the next academic year (visit http://www.unina.it/didattica/sportello-studenti/calendario-accademico).

Why apply for a visa?

A visa is a document that you can apply for at the Italian embassy or consulate offices in your country of residence and that is needed for entry into Italy.

Are you a regularly pre-enrolled student whose application has been validated by the receiving higher education institution within the UNIVERSITALY portal?
The diplomatic-consular Representations will issue a type “D” visa for STUDY “Immatricolazione Università”.

Are you a regularly pre-enrolled student and have you received confirmation from the University but with reservations (because you are not yet in physical possession of the relevant local qualification or because you are waiting to take the admission or language exam)?
The diplomatic-consular Representations will, in any case, issue a type “D” visa for STUDY “University matriculation” in order to allow you to sit the University/AFAM entrance examinations and to proceed, if you pass the selection tests, with subsequent matriculation without having to return to your country of origin.

Do the admission tests or language examinations take place before you obtain your final school-leaving certificate or at a time that does not allow you to complete your pre-enrolment?
You will have to apply for a short-term entry visa (Uniform Schengen Visa for stays of less than 90 days).

The competent diplomatic-consular Representation will issue a national entry visa for STUDY “University matriculation”, multiple entry, valid for 365 days only following your admission to participate in your chosen course, once you have returned to your country of origin.

When is the STUDY visa granted?
Only for enrolment in a university degree course, single-cycle degree course or master’s degree course, and in no case is this visa issued to foreigners enrolled in academic years subsequent to the year of enrolment.

What are the requirements for obtaining a visa for STUDY purposes?

a) Economic means of subsistence for the planned stay (amount of €467.65 per month for each month of the academic year, equal to €6,079.45 per year) proven by means of personal financial guarantees or those of parents or Italian or foreign citizens legally residing in Italian territory, or provided by Italian institutions and bodies of proven credit.

b) The availability of the sum needed for repatriation, which can also be proven by showing the return ticket.

c) Suitable accommodation in the national territory.

d) Adequate insurance cover, for medical treatment and hospitalisation, of which you will have to prove possession when applying for the residency permit.

e) A foreign insurance policy, whose forms of assistance provided are valid in Italy and which must not entail limitations or exceptions to the rates established for urgent hospitalisation for its entire duration;

f) insurance policy with national organisations or companies accompanied by a declaration from the insurance company specifying that there are no limitations or exceptions to the rates established for emergency hospitalisation for its entire duration.

Why apply for a residence permit?

Non-European Union (non-EU) students enrolled on courses of study or individual lessons who intend to stay in Italy for more than 90 days must apply for a residence permit.

The residence permit is the document that allows a foreign national to legally reside in the territory of the Italian State. Once he has entered Italy, the latter must apply for a residency permit within 8 days, thanks to which he will be able to reside legally in Italy for a variable period of time and carry out the activities indicated in the document. The latter is issued by the Questura (police headquarters)  of the province in which the foreign national is located and allows, amongst other things

– access to rights and services dedicated to foreigners

– registration in the registry office and the issuance of an identity card and tax code, thanks to which they can request and use the services provided by the national health service.

It must be requested by all non-European citizens and stateless persons, i.e. those who do not have a nationality, within 8 working days from the date of entry into Italy. On the other hand, it is not necessary for those belonging to one of the European Union Member States, who can therefore enter Italy without having to present a passport or entry visa.

How can I get a residence permit?

Before applying for your first residence permit, where possible:

• complete your enrolment at the University of Naples Federico II
• pay the registration fee for the National Health Service
• obtain your Italian tax code

Student residence permits can be renewed only if the student meets specific study requirements, and they cannot be renewed for more than three years beyond the standard duration of the degree programme.

Application procedure

1. Filling in the application

• You can apply for the residence permit with the support of International Welcome Desk (internationalwelcomedesk@unina.it)
• You also can apply for the residence permit on your own:you can obtain an application kit from any qualified post office; the kit consists of an envelope containing the forms and instructions on how to fill them in. You have to fill in the forms by yourself.

Important: when filling in the forms, you must provide your contact details where you will receive any notifications from the central police station (Questura): you must specify the city, the street, the name on the bell and letterbox of your accommodation in Italy, and your Italian mobile number.

2. Preparing the documents

The documents you should attach to the application or bring to the immigration support service are the following:

• a copy of your passport (blank pages not included): you need to include copies of the pages containing your personal details, the entry visa, entry stamp into Italy and any other pages with visas and entry and exit stamps;
• a copy of your registration with the Italian National Health Service (SSN) or health insurance policy;
• your Italian tax code (codice fiscale), if available

• a copy of the documents proving you have the funds needed to cover living in Italy (minimum required for 2022: € 6079,45 per year). You can submit the same documents you provided for the visa application or a bank account statement or, if you have been assigned a scholarship, an official letter detailing its amount and duration;
• documents detailing your accommodation in Italy;

if you are applying for the first issue of your residence permit and you have completed your enrolment: a copy of an enrolment certificate in a degree programme at the University of Naples Federico II. You can obtain this from the competent Secretary’s office. Do not submit self-certifications.

if you are applying for the first issue of your residence permit and you have not yet enrolled: the summary of your pre-enrolment application submitted and validated through the Universitaly.it portal. When completing the enrolment do not forget to request an enrolment certificate from the competent Secretariet’s office. Subsequently, send the enrolment certificate by PEC “Posta Elettronica Certificata” (certified email) to the central police station (Questura) in order to complete your application. Contact the International Desk for further details on PEC submission.

3. Submitting your application

Go to a tobacconists (tabaccheria) and purchase a €16 duty stamp (marca da bollo). Next, go to any Post Office  (if desired, with the support of International Welcome Desk).

Bring the following with you to the Post Office:

• the application kit and payment slip (bollettino) duly filled in;
• a duty stamp (marca da bollo) to the value of €16.00;
• your passport.

At the Post Office you have to:

• settle the payment slip for the fee and production cost of the residence permit (€30.46 + €40.00);
• hand in the application kit and the duty stamp;
• fill in a registered letter form (posta assicurata) with your data and pay the service charge of € 30.

The Post Office staff will verify your identity (via your passport) and you will sign the completed form in front of them. Important: do not sign the form beforehand.

The Post Office staff will give you:

• an appointment at the immigration office (Ufficio Immigrazione) of the central police station (Questura) for your photographic registration; it is very important that you keep this appointment;
• a receipt of your residence permit application: keep the application receipt and make a copy of it, that you should always carry with you. In case of police checks, it proves that you have duly applied for the residence permit.

If you enroled by submitting only the entry visa for study purposes, your (conditional) enrolment will be activated only after the receipt has been recorded.

If you have paid the registration fee for the National Health Service, do not forget to contact the ASL offices to activate your registration and choose a general practitioner.

4. Appointment at the Questura

It is important that you go to the central police station (Questura) on time for the appointment assigned to you at the Post Office for photographic registration.

Take the following with you to the central police station (Questura):

• your passport
• Four identical passport-size photographs. They must be recent and they must have a white background
• the original application receipt you received from the Post Office
• the document issued by the Post Office confirming your appointment at the Questura.

In the residence permit application you should have photocopies of your documents, but the officers at the Questura may need to check the original documents, so don’t forget to take them.

Important! If you receive a document with a Subject (Oggetto) containing the text “art.10 bis Legge nr. 241/90” during your appointment at the central police station (Questura), you need to submit other documents. If you need support, please contact the International Welcome Desk.

Renewing your residency permit

Following enrolment in a university course, you must apply to the Questore (police commissioner) of the province in which you are located for the renewal of your residency permit for the entire year, at least sixty days before it expires.

– You must prove that you are in possession of the same economic coverage required for entry, not less than €467.95 per month, equivalent to €6,079.45 per year, the certificate of enrolment at the university and all the conditions already laid down for the issue of a residency permit.

– You must provide a copy of the certificate of enrolment at the University of Naples certifying that you have passed at least one exam of profit for the first year and at least two exams of profit per year for subsequent years, except in cases of force majeure.
